Yes you are eligible for NDA exam. NDA exam does not stipulate any percentage to be eligible for NDA exam. Infact even if you just pass the 12 std exam with physics, chemistry and maths you are eligible for exam.
Petroleum engineering is available both as Bachelor's degree and Master's degree. For B.Tech course, the desired eligibility is 10+2 with Physics, Chemistry and Mathematics. For M.Tech in Petroleum engineering you are eligible if you have studied B.Tech in any of Petroleum, Petrochemical, Chemical and Mechanical streams.

Minimum 50% is required to write NEET exam.since your secured 68% in your board exam (pCB) your eligable to attend the exam.
Dear Rahil, the eligibility criteria is written as 10+2+3 assuming thatbgeneral Bachelor degrees have a course duration of 3 years. For example like BA, B.Sc, B.Com, BBA, etc. However there are other Bachelors degrees also whose course duration is more than 3 years like BPT is 4 and 1/2 years.
Dear Neha, though you have completed your B.Sc, if you have scored 60% in your 10+2 in Pjysics, Chemistry, Biology and English then you are eligible for AIIMS MBBS. This is because 10+2 will remain your relevant highest qualification for being considered eligible/ineligible for AIIMS.
