Hello aspirant!

I am sorry to tell you but if you have scored 290 marks in NEET UG 2019, I think it's impossible for you to get a government or private college even if you have reservation. I think you should drop this year and appear in the examination again

EWS category is expected to affect the cutoff upto an extent but not too much. The cutoff for all colleges in AP is expected to go above 550 and hence it is tough to get a seat in MBBS.

Sometimes the cutoff falls to 350 marks as well but It will be better to aim 450-500 as it will be safer in any case. This type of strategy backfire few times when huge inflation in cutoff is seen. So, it is better to keep your scoring aim

This year the conditions has changed. I think you can do the comparisons with rank because the cutoffs change .

It would be higher than 460 under general category according to the cutoffs of 2018.

The minimum cutoff was  479 last year,and this year the trends say it may go higher.
