I am sorry but with your score its difficult to get a government seat under the 15% AIQ.
Even under state counselling chances seem to be bleak.
However you can try for deemed universities/private colleges. Chances of getting a seat will be higher there.

The thing is your friend cannot use his/ her category (sc) unless the category rank comes down to 10K or 12K. Even if the rank goes beyond that he/ she can get a private medical college but admission cannot be given to a candidate with sc rank more
I also scored 138 marks and I belonged to ST category. But I'm repeating...and I also suggest you to repeat because... don't let what you can't do but interfere with what you can do! All the best!

with this score you can get a seat in a private college for sure. You have also some chances of getting government college as you belong to the OBC category. The fees depends upon the college. If you get admission in government college it will be very less.
