Yes you can get a government college seat. You have not a bad score in NEET 2019 and also you belong to the ST category. You have good chances of getting a seat in government college. You can also get a seat in a private college for sure.

According to me Almas you can participate in councilling but not in state councilling of Andrapradesh
because now there are two different state and you will not get state quota of telngana in Andra pradesh you get All India Quota in Andra pradesh.

As far as the rules are concerned, no one is allowed to register for counselling after the last date of application or after the date has been passed by.
Application for Goa state started by 17th May and ended on 24th May. The eligibility list will be declared
