but most colleges have a majority of state quota seats  and only a few seats are reserved for students of other states.

If you have not appeared for NEET 2019 then you can not appear for the counseling procedure. Only the candidates qualifying the exam can appear for the counselling .You need to appear for the exam to attend counselling. You can try next year maybe.

As far as the counselling guidelines are concerned, once registered and after payment the counselling type can not be changed.

If you wish to remove a counselling type then that can be done by use of a reset initialization option at registration page where any individual can reset
