in SSCW you need to clear the exam conducted by UPSC after which you are being called for an interview.
the eligibility criterias include:
Females applicants should be unmarried.
Candidates should be between 19 to 25 years of age.
They should also have a graduation/postgraduation in any discipline from an acknowledged university.

As you haven't specified any reservation category, for TS epass scholarship, I'm mentioning, the amount given for each reserved category.
For Bc/BE category, INR 1.05 lakhs,(for rural area); INR 2 lakhs (for urban area).
For SC/ST category, INR 2 lakhs, both for rural as well as urban areas.

If you wish to join the Officers Training Academy or OTA then first of all you have to go through a series of selection procedures before you make it into OTA.
First you have to qualify the CDS examination, afterwards you will be called for SSB where there you would go through series of tests and after successfully completing the SSB, you get recommended and if you make it into final merit list then you are set to join OTA.
Now the eligibility criteria for CDS examination is as following -
• Age wise criteria - Officers Training Academy (Women, Non-Technical) - 19 to 25 years. Also the candidates must be Unmarried.
• Educational criteria- Bachelor's Degree from a recognised University or equivalent institute
• The minimum height of female candidates should be 152 cm for OTA (non-technical).
• Applicants should have a sufficient number of natural teeth. A minimum of 14 dental points will be acceptable for CDS recruitment. If all 32 teeth are present, the total dental points are 22.

Educational qualifications:
Candidate must have completed graduation under 10+2+3 or four years of education pattern from any stream
Secured not less than 50 percent aggregate in the final year of graduation
Candidates who are awaiting results or are in their final year of graduation are also eligible to apply for NMAT 2021. Admission is granted on a provisional basis until the graduation mark sheet and certificate of the qualifying examination are submitted.
Age Limit: There is no age bar to attempt the NMAT.
Maximum Attempts: Candidates can attempt the NMAT exam 2021 three times which includes the ‘no shows’.

Sorry, you can't get the refund as you did not cancel your seat before the cancellation date. However, if you have got a seat in second phase counseling in a different college your tuition fees will be transferred to that college.
For example, you got an A college in the first phase you have paid 80,000 rupees but you got B college in second phase counseling but the fees are 90.000. you just need to pay 10,000 extra. Otherwise, you may get refund in other case

It is advisable that you first go through the domicile eligibility criteria, if you fulfil the criteria of both States or not.
Since you are from Bihar, It is most probably you will be able to produce Domicile certificate. Now for Jharkhand following Is the criteria for Domicile-
NEET domicile rules for the Jharkhand MBBS admission are as given below.
• Only local/permanent residents of Jharkhand would be eligible for the 85% state-reserved seats. Certificates for permanent residency will have to be furnished from the competent authorities.
• Domicile holders of Jharkhand, who have passed Class XII from Jharkhand Board would also be eligible.
So If you fulfil the criteria, you become eligible to participate in state counseling for 85% seats in both the states, which is quite beneficial, as cut off for Government medical colleges in Bihar is quite high where as it is comparatively low in Jharkhand.
