Thanks for reaching out! Yes, students who are not from UP can definitely apply for the Private colleges in Uttarpradesh. The only thing you should know that your admission will be under the general quota, as you don't hold the domicile certificate of the state.

Hiii semeon...No, not at all, because at this score you aren't even fulfilling the qualification criteria of govt colleges. So there's hardly any chance of getting admission in any quota.
