The cut off marks change every year and looking at the last year's cut off marks I have made a list of few colleges in which you can get admission under state quota for open category

Yes SC certificate is given from government. So the certificate is valid anywhere in India and in any Indian colleges. If your jee mains rank and percentile is good enough and you have a reserved quota you can try for gftis if you don't get in nit
