Dear Deepesh, you havent mentioned whether you have registered or not for VCI. Because only those candidates who have registered for online counselling will bw eligible for All India Counselling. If you have registered  even if you have not participated  in Round 1 of Counselling, you can still participate in

If the visual disability is 40% or less than 40% you are eligiblen for availing PWD reservation in NEET. For that you need to be examined at one of NTA approved Medical Exmaining Centres. Now you haven't mentioned the intensity of the illness so it is difficult to decide.
