no one can simply predict the cutoff as it depends on various factors.

and also this is the first time, that there will be an EWS quota, hence there is no previous data available to observe the trend.

No the three attempt system/ rule is not valid or applicable as of now.
The court did announced it last year but if then reverted back the same year.
Hence you can easily five NEET examination as many times as you want.
Also there's no age limit.

As you have secured 66.6% it is ok . You if you reservation policy then 65% is enough to take part in jee main for other than SC/ST must have secured 75% in the 12th standard.
