This year the cutoff of medical colleges has increased. You belong to Andra Pradesh and the cutoff remains high there. So with a score of 431 you don't have chance for MBBS in government colleges or private colleges through counselling. With this score you will not get MBBS
I think you won't be eligible under the condition that You should have passed 12th boards appearing for the first time in 2019 or 2020. The thing is that the fees of college will increase rather than to decrease it . The fees will increase a little as the college open the seats for management quota. Wishing you luck
