    Yes,Tamil Nadu selection committee will conduct second phase of counselling.

    The dates have not been announced yet but tentatively it is supposed to begin by second week of August.

    I think you won't be eligible under the condition that You should have passed 12th boards appearing for the first time in 2019 or 2020.     As you know admission to private medical colleges is based on NEET marks is done under two categories- state quota(85%) and management quota.
