At a score of 395 I am sorry to say that chances of getting a government college are negligible.Your home state quota and category reservation can't help you much at this score if it was at least 450+then there might be some chances.

BC stands for Bckward Classes
BC-B is a subcategory of BC(Backward Classes)
BCBG stands for BC-B General(Backward Classes (B subcategory General)). It is for all candidates of BC-B.
Similarly, BCBF indicates BC-B Female( Backward Classes (B subcategory Female)). It is specifically for female candidates of BC-B.
