Yes, you can apply for the all India quota counselling round 2 .If you get a seat through all India quota ,you can leave the college where you have taken admission through state quota .

You cannot apply for state quota seats in Karnataka because you are resident of hyderabad and only residents of the particular state can apply for state quota seats. However , if you have done your class12 from Karnataka , then only you are eligible for state quota seats.
