if you have already registered in the first round with payment then you can appear for further rounds and dont have to pay ffor them again. when you are applying for the first time in any round, you have to pay and register.

The only criteria is that you should be having a minimum of 60% in graduation for general. Which you have fulfilled as you are having 70% in BCA.
Maybe yes. You can try in Chengalpattu GMC. Last year it had cutoff around 429 and other one is KAP Vishwanathan GMC which is expected to have cutoff around 426 itself this year. IRT Perundurai last year had cutoff marks 394 so I guess you can easily get this one

In Bihar getting PMCH is tough as the cutoff rank was around 4000 last year. You may easily get NMCH or IGIMS Patna. The cutoff is expected to stay around 6000 to 8000.
