You have a low score even in sc category in AIQ as the cutoff for AIQ are higher and also the cutoff has increased this year so you have very less chances of getting a government college.

There are 3 national exams for medical in India and they are:

1)JIPMER

2)AIIMS

3)NEET

so if you dont write NEET you can still get MBBS seat if you write JIPMER or AIIMS and qualify it.

Yes, you are eligible for AP PGCET counselling, but for joining PGCET you have to clear all backloks in engineering before the joining date for pgcet. If you can't clear subject backloks then you are not eligible for pgcet. Generally in some univercites we have option to leave two subjects
