Well dear,if you have been alotted a seat in round 1 and would like to upgrade your seat or you want other seat,then that's all upto you,you can apply for the second round,just don't register for the alotted seat in round one.

I am sorry to say but you need to register itself for the first round. You cannot directly go for second without the first round registeration.

NEET 2019 Cutoff Karnataka will be released by Karnataka Examinations Authority (KEA), Karnataka around the last week of August, after the counselling session is over. So, you need to wait and check the cutoffs as it varies every year.
