You have chances of getting a seat in the govt college in Bihar in the state quota counseling.But an MBBS seat isn't guaranteed.I would suggest you to also apply for the BDS seats in the state

Dear Sir / Ma'm, with such a low score, it would not really be possible for you to get admission in any government medical college in Assam in spite of the reservations. You have to try admission under the management quota the fees of which is usually sky high.
