As per the question number 15 of the FAQs on the MCC official website, once you are alloted a seat in the second round, then you have two options-

1. Exit with forfeit- where you do not take admission and agree to leave the seat loosing the security

For state quota seats in UP, the last admission in OBC category was on 465 score in Motilal Nehru Medical College, Allahabad. Warning - This is old and not suitable for this year as there are lots of candidates and also depends on the paper level,

if you want to teach bsc radiology in colleges then you have to be a professor (assistant,junior,senior etc) for being a professor ,PHD is the best you can do . most of the job profiles asks for a phd degree .however you can also teach by doing b.tech
