Dear Sir / Ma'm, except your state of domicile, only Karnataka allows non-Karnataka students to apply in their state counselling. So, apart from Maharasthra that is the only state where you can apply for the state counselling. However, the document verification of KEA has ended already.

Hi,

Well the chances seem a bit low because Bihar usually have high high cut offs. Same goes for Delhi as well. In Delhi most of the colleges are top ones because of which the state quota cut off is very high. Still more chances are there in Bihar only

To convert CGPA into percentage you need to multiply your grade with 9.5, for example if you have scored 8 CGPA  multiply it with 9.5 that is 8x9.5 =76.So it means that you have scored 76%.This conversion formula can be used to Calculate individual subject percentage as well
