Hello Nandini, Unfortunately, you won't be getting medical college, Kolkata even after the final round because the closing rank cutoff in 2018 was 5214. But you can get other top government colleges in West Bengal under state quota like Nil Ratan Sircar Medical College and Hospital, Kolkata, RG Kar Medical

There is no such like open states. You can apply for private college in any state. The management quota of private college is open to all candidates , whether they have domicile or class12 marksheet of the state or not. There is no restriction in private medical colleges
