As you mentioned with and marks, you have some chances of getting a decent government college in your state through state quota(85%).
As the admission to medical colleges based on NEET is given under All India Quota(15%) and state quota(85%).

Yes, you are absolutely elligible to appear for the KVPY Exam if your Boards percentage is at exactly 75%, because the cutoff percentage for SC is 75 too which corresponds to the fact that one must score a percentage which is either equal to 75% or greater
