The upper limit for appearing in NEET was 25,  but as of now there isn't any age limit because of Supreme Court's pending verdict on this matter. You friend have to  wait for official notification to gain clarity on this matter.

Depends on your category but still if i consider the best one i.e the ST then also you would have needed 362 marks for Dental Institute Rajendra Institute of Medical Sciences, Ranchi( Last year cutoff). 

So, i don't think you can get a seat with this score.

According to your marks I am sorry you won't get a government college. But there are many good private colleges that are self financing. Some are

Depends on ehat you want. If you want MBBS seat or Bdes seat then i am sorry but you can't get any. But if you want a BAMS seat then you can get a seat as last year the cutoof for HP was around 346-400.
