As per the rules the reverted seats directly go to the state authorities to include under the 85% state quota seats and these seats are then filled through state counselling in which only respective state students can participate.

Yes you may get R.A Poddar but for that you must be from Reserved Candidate Category such as ST/SC. In 2018 the cutoff for General category was around 480, for OBC it was around 460 and for Reserved Category it was around 380.
