If you do not surrender the seat, it is as much as accepting the seat and joining the designated or allotted college. Whether you have joined or not is secondary and isn't considered. Now in this case, your security deposit will not be refunded.

Let me clear your doubt. The fee structure vary from college to college and you have not mentioned any college name but generally fee for BCA course is in between 50000 to 500000 for all 3 years course.
