please ask it in your administration section of the college for exam fees of 1st year. Mostly college include the exam fee in the fee structure and collect it from the students. If your college collects fees from the students prior to semester then they will upload a notice

You can't do like that. Once you have taken admission then you have to complete it. if you will leave it in 2nd year then you will have to pay fine to the college and your 1 year will be waste.
