Yes you can easily get seat in VIT through TANCET entrance exam. The government of tamil Nadu will allocate seats even for the people who come from othe state.And it does not depend on your caste.It depend purely on the entrace exams and accoeding to your rank

There will not be any major difference if you join from AP or TS in the same college. But if you get two different colleges from the counseling then you have to make the choice according to which college is better according to your preferences.
