No, ST students don't have to pay tuition fees in NIT Surat as per the rules by government from 2014.

The total academic fees after calculation of four year would be 28k only(approx). 

The hostel fees for one year would be 31367.00.

for 4 year hostel fees would be 125468.00

So, The total fees for 4 year duration (academic+hostel) would be 153468.00 only.

no you are exempted to pay fee amount of fee while  for SC/ST category students the fees would be around 10–12k each semester along with mess fees of 25–28k per semester.

There is two fee structure for the Thiagarajar College of Engineering. 

One is for self-financed which is 70,000 for one year.

And for aided the course fee is 9700 for a year.

Your score is low.As per the previous years cutoffs you have no chance of getting admission to the good NITs even if you are from SC category.You can apply for lower ranked NITs such as NIT Hamirpur, NIT Durgapur, NIT Andhra Pradesh,etc.You can also prefer for one year drop for the preparations.

Generally, the fee structure depends on the college or institution you choose and the facilities provided by them but on an average B.Tech ranges between 3 lakhs-30 lakhs.

It would be better if you contact the college authorities or refer college brochure for the proper information about the college fees along with the amount distribution

The  counselling and processing fee of VIT, Tamil Nadu is non-refundable, but it is adjusted in the academic fees after the candidate joins the VIT university. You can join other college or university if selected in other entrance exam but if you do so then there is no refund.
