Generally, the refund is carried out either by the admissions department or the finance department of the college so you have to apply there for the cancellation so that they can process your request and refund your fees. generally, it take a time of 1 month at max

Yes you may sit for spot counselling in other colleges too in which you are interested in. You cannot get full fees back but will get only a part of it after deduction of some amount only.
