i think it should be 640000(including hostel) for 4 years,without hostel it is 320000.(u must be asking for b.tech program)

Yes, it means that you can withdraw your admission. They will pay back the course fees you paid. You will get your fees paid back once you withdraw; the amount returned will be minus of the caution money and counselling fees
