Yes, In DTU there are many scholarships available for obc/sc/st/pwd candidate and also many scholarships are available for the students based on their family income.
Fee concession is given to those students whose annual family income is below 4.5 lakhs.
I don't have much knowledge about NSIT but
the course duration is 3 years.and the fee of bcom in SRM college is 0.13 lakh it is 3 year duration full time course.

Being a government institution does not guarantee low fees. Many government institutions including IIMs have high fee because government can't afford such a good infrastructure and faculty without taking high fees.

The marks needed are around 520 and above to get the college.

It depends on which college you choose. If you go for VIPS then it varies around 52,800INR. If you go for FIMT, then around 58,300 INR.
Basically, the 1 year academic fees of any college of IPU stays between 45,000–75,000 INR.
