The counselling dates for TSICET were from June 30th to July 4th. There is no such news on the second round of counselling dates. If anything comes up I will definitely let you know.

Based on this NEET 2018 rank as you know that the chances are less to get a seat in Government colleges but you can try for Deemed Universities or private colleges management quota seats.

Mop Up round will be conducted if the seats remain vacant.
