There is no expected cutoff as of now but you refer to Carrers 360 website for comapring the cutoffs of previous years given inthe below link

Your tfw certificate will most probably work .I think you have mistaken something while checking the validity because i guess there it was mentioned that your certificate should be made within 31.3.2018.You are adviced to go and recheck again.
