Yes.You can. As per the notification, I do not observe any minimum cut off age limit. The maximum cut off age limit is 25 years. So, you can definetly apply TNEA.

SRM Main campus closing rank is 10000 but the other campuses located at Ramapuram,Vadapalani have closing ranks of 65k.So, in main campus it depends on the no of students who opt for CSE.My suggestion is that SRM campuses may differ but the reputation stands the same so you will get

According to the notification issued by CBSE, a candidate is required to be of 17 years of age on December 31, on the year of applying for admission. Since you fulfill the criteria you are eligible to apply.
