Firstly, it depends on your category that which college you will get. Because merit lists are prepared category wise, number of seats and various factors. You can go through the previous years trend for pharmacy in keam exam. I am sharing a link where youll find previous years cutoff for pharmacy:

Well preparatory courses are being given to those SC St or pwd candidates who are not able to clear the cutoff and their are still seats vacant for these reserved categories. So these seats need to be filled. 

So all these seats will be declared once the complete admission procedure has taken place and in the last if still some seats remains vacant of the reserved categories then they will be given in form of preparatory courses

UPSEE is the Utter Pradesh state engineering entrance examination. which is held every year for admission in Uttar Pradesh engineering college. Minimum rank to get CS in government colleges is 6000+. If you wanna top colleges like HBTI,IET Lucknow then you rank must be under 1500 to get admission.
