It's okay if your sister does not clear nift entrance, there are lot of private universities like Pearl Academy,IIAD etc that she apply for. They have very easy entrance, all you need there is a good portfolio and confidence that's it. Don't worry she will get into one

Yes , You can prepare for UPSC while you are doing engineering. But , the important thing is that you should know how to balnce them both.
