Hello Ayan, even courses in IITs don't prepare you specifically for GATE, it is not like JEE coaching, they give you all the knowledge whatever is there in syllabus and then you have to practice and prepare for GATE by putting lot of your own efforts. And I don't think

Yes, a lateral entry student in B.Tech is eligible for PSU through GATE exam. If you haven't started your preparation, do it asap. You are very much eligible like other students. Focus on getting a good score in GATE.
