Yes you can definitely get biopharmaceutical in Anna university act campus for mtech as you have scored 14 rank also you have a sub category also.There closing rank is around 200-300.you rank lies much below than that.Your selection will be easily be there on first round only.

Daiict takes 50% of the students from state quta(entrance test) and the rest 50% are admitted through jee mains rank.Is last few year the closing rank for general category students is around 15000 ,so to get a rank around that you need to score 175 + in jee

42 k is a good rank and yes, of course you are eligible for applying btech and can get cse but,not in top 10 colleges but you will get a seat.
