With OBC-A category, you can expect government college. Your chances are high in the government colleges. Just to be sure, you should have mentioned whether 3048 is your Gerneral Merit Rank or the OBC category rank. Rest assured, your chances are high. All the best.

Dear aspirnt, you have cleared the cutt off rank for pcm group but according to last year data the cutt off rank gor mechanical engineering went to be around 500. There are chances that you may get a seat there but they are quite less. All we can do is

If you want to get a seat through your general rank, then you don't need your caste certificate to be presented at the document verification center. But if you want a seat through your category rank then you will have to carry the caste certificate to the venue.

According to me you can have chance in mop up round of up but this entirely would depend upon your state rank this year. With this rank there is very less possibility of you getting a government medical college but hope for the best.

You can also try

With the rank that you have achieved you can not get any government college in West Bengal. Your rank is a bit low. However you can try for other private engineering colleges which you have qualified for. You can check out the cutoff of the wbjee here
