On declaration of merit list, you can know your UP state rank which will be made available from 25 June, 2019 on the official website NEET-UG 2019 Counselling. However, today is the last date for online registration and the fee for it is Rs.2000 only.

As you know NATA is being conducted twice a year and both the exams hold equal values. Students are allowed to appear in one or both the attempts. The purpose behind conducting it twice is to avoid the date clash with board exam of many students.
Different counselling
You can apply for IITs which are at low ranks among all IITs. you can apply for IIT Roorkee as the previous year cutoff was 9290 or ISM Dhanbad. You can look for other colleges too who accept JEE Advance marks.

With this score you have chances of getting MBBS but not in the government colleges. You do have chances of getting a seat for MBBS in the private colleges. So do try accordingly. I cannot tell the exact colleges you can get as the cutoff varies every year.
