 As per your said marks and as per the last year cutoff trend you have almost no chance of getting government medical college in Uttarakhand or in other state.

Last year for the uttrakhand state government medical colleges the cuttoff was around to 485+ closing for general category

Unfortunately not, the eligibility for govt colleges are bellow 5000 ranks (for GEN). But if you can take a risk for the last round then you might get a govt college. But the stream will not be of your choice.
