As you have stated that you have got 70.44 percentile in HPCET.  I would like to tell you that Himachal Pradesh Common Entrance Test only allows hpcet Mark's to get into college based in Himachal Pradesh.  You have not specified your category so I am taking it as

Well if you are looking for government college in south india then yes you may try for it .as you are belonging from sc category that a good point for you. 

But it is very much clear  that  this year competition will gone very higher as the cutoff

It depends upon the JEE Main and JEE Advance cut offs, If You manage to qualify the exam by achieving the cut off, You can apply for JOSAA Counselling. It should be noted the cut off for EWS/SC/ST/FEMALES/OBC category is lower than the general category

You have a very good score in NEET 2019 and also you belong to the OBC category. You can get both private and government colleges with this score. You can get a government college with this score. So do try for a government college. You have good chances

Most of the seats in jntu and ou will filled by gate candidates. so the chances for the candidates raking below 500 are very less. as per your rank chances are almost zero.

It is possible to get a seat only if you are from Vidarbha Region or Rest of Maharashtra region. The regional cutoff varies from place to place. Also the chances are not so good becuase you are almost at the border line of cutoff. Still you may get
