As your rank is below 10,000 you can avail 100% fee reimbursement. Since you belong to Andhra pradesh you should have bonafide certificate of studying atleast 4 years in Telangana. Else you won‘t get the fee reimbursement. You need to pay the entire college fee/ tution fee.
