If your rank is 1500 then it is very good rank and you will definitely good IIT and good branch .

Hello!
Unfortunately, the EWS category has to be declared when you're applying for the examination itself for you to be considered an EWS candidate. 

You could apply for the next examination and would be considered an EWS candidate, but not for this examination.

As your 12th board marks is less than 75% you are nit elligible for josaa counseling . You can get seat through Jee main score where they conduct separate counseling for admission . For that college you should check elligiblity criteria of that college .
