I myself have appeared for the wbjee previous year and secured approx 70 marks and my rank was 4300 .So considering the previous year scenario you can accept a rank between 2500-4000 .

If I consider previous years record, then the chances to get admission in government colleges are impossible.your marks are too low, you may not be able to procure seat even in state quota. But anyways there is no loss in trying, because the cut off vary every year depending

Well, it depends on your branch preference and also which iits you consider as "good". Cutoffs are much higher in old IITs of Delhi, Kanpur and Bombay than the newly opened ones.

With 76 percentile, your rank would have been somewhere near 300k in CRL.
