Yes, You can avail the full fee reimbursement as your rank is below 10,000. However you can avail this scholarship if you submit income certificate at the time of counselling. You can get the fee reimbursement if your income certificate implies the below rules, such if you belong

Based on your rank and profile, it is very difficult for you to get a seat in any Government medical college as in All India Quota, the closing rank for OBC government seat for MBBS is around 12000 and for State Quota, the closing rank for government colleges
You will not get any NIT with this rank. The cutoff for NIT Goes from 1000-3000 last year.
