First of all congratulations for getting a better college Gayatri vidhya prarad is good college with Better study background and placements every year many companies come drive to campus and almost 95% students gets job in campus it self ,the companies like TCS , Cognizant etc  and if you got this College go ahead and everything is good and faculty are very helpful and in campus itself they train students to get good placement

The problem that you are mentioning seems to be related to the validity of your community certificate that you might have presented at the time of document verification. If you were supposed to get a communal rank and haven't got it then it could be simply because they didn't find it valid, whatever maybe the reason. You can try contacting the authorities.

Based on your rank and caste there is a chance of getting any particular college so please provide your caste to help you better 

And based on your rank definitely you will get Admission in your preferred College as per previous years cutoff rank but already first couselling has been completed so if there is vacancy then definitely you will get Admission try your luck

As you mention your rank with these rank it is difficult to get the Anna University.... aur other top colleges like MIT,c eg....

But there are another good colleges which you can get with your rank .

I am sorry to say but your rank is very low and so it is very difficult for you to get in any of the government colleges. You have a very low chance of getting a government college. Also you can try some private college instead. Cutoffs vary every year so sit for the counselling and try your luck.

The chance off getting  a government seat at that rank(13000) is litle less but you can apply for counseling.Its possible to get a seat in bipc in 2nd counselling.If not government college some best private colleges can be available for you easily.So rather than bad government college a good private college is better.
