To the extent of my knowledge the admission criteria for DSPA Hyderabad is on the basis of NATA score. I don't know if there is any other entry available like from the JEE Main Paper 2. Leaving that your rank is a bit too high so it might be a tough deal to crack.

You have to score above 30 to get a secured position. Cutoff is in the basis of category. so it depends to which category you belong to. for general category the cutoff for 2019 year was :- 28.7. On the basis of rank you have to secure a rank below 500 to get an admission at IIT. so for PSU you have to score near to it. So your score need to be near 100 marks  for a secured Position at PSU.

If you're an Indian, and you score well enough to clear the minimum cut off, then you are eligible enough for any college. 

Also, even though you've switched your residence somewhere outside India, your nationality still remains as an Indian 

Also, NEET keeps special quota for non indian students.

According  to the last year cut off analysis, you have got the minimum cut off mark 53.3 which has got admission for MBA in that college. Therefore your possibilities are good in obtaining a seat in Thiagarajar college. Although considering the growth of the level of competition every year, the result is quite unsure. Therefore it is better to have backup colleges in advance and not depending upon only one college for admission

• Admission into Veterinary courses via NEET UG is done for 15% of the total seats in each government college (except Jammu and Kashmir). Rest of the seats and the seats in private colleges is filled via entrance test held by the individual institutes or states.
• Therefore it is quite apparent, very few seats are available for admission via NEET UG.
• Also, this year, the NEET cutoffs have gone very high.
• As a result, a score of 408 does not sound very promising to get you a seat via 15 percent All India Counselling.
