Yes definately you can take admission in Delhi University but it depends on the cut-off list of different colleges of Delhi University.

Yes the OBC category student will get seat on the basis of its rank in OBC. But sometimes it happens you get a seat in general category as well if your rank is quite good.
See for the same seat and if yiu belong to OBC category and
JEE Main 2019 is being conducted twice by NTA for the first time and the rank will be based on NTA percentile score.
