As per the rule every one is eligible under general category .
The seats are filled up in particular manner.
Firstly they fill the seats under general category and then go for reserved categories.
So you get a seat as per that process.

It is difficult to specify the exact score as cut off changes every year depending on number of candidates qualified, difficulty level of exam, number of total seats available etc. It may increase or decrease based on the above mentioned factors. Also the cut varies from college to another.
