I just read the news of difficulty levels in each session and the marks one should get to 99 percentile

In accordance with the news one should get 140-160 marks in JEE MAINS 3rd September shift 1(Difficulty level 4.8/5) in order to get 99 percentile

The general cut offs for OBC Category  for NEET 2020 is 146-113.  With a score of 147, unfortunately you cannot take admission even if it is a Private College. The score is quite less. But if you have decided about studying Medicine, you have to reappear for NEET in 2021

I'm sorry. There is no chance to take admission in any government college with this marks even if you are from SC category. You should get 450 or plus marks to take admission in a government college.
